Background
State emergency management arrangements are hazard focused and incorporate a hazard management and emergency coordination structure (State EM Policy statement 2.2.1).
Procedure 3.11 defines the processes required to prescribe a new hazard, review existing hazards, and revoke a currently prescribed hazard that no longer meets the criteria for prescription.
Procedure 3.11 is to be read in conjunction, and may be carried out concurrently, with State EM Preparedness Procedures:
- 3.12 Prescription of a Hazard Management Agency (HMA)
- 3.2 Development and Review of State Emergency Management Plans
- 3.3 Revocation of State Emergency Management Plans
A draft of the State EM Preparedness Procedure 3.11 - Prescribe, Review and Revoke a Hazard is presented for key stakeholder feedback.
The targeted consultation will open from 22 December 2025 and close on 13 February 2026. Please submit your feedback by close of business on 13 February 2026 using the survey below. We welcome other questions or comments you have in relation to the draft State EM Preparedness Procedure 3.11.
The development of State EM Preparedness Procedure 3.11 is underpinned by the following objective and principles.
Objective
To develop a consistent and standardised process for prescribing, reviewing and revoking hazards in the State EM Framework.
Review Principles
- Outline a clear assessment and approval process to prescribe a hazard that may pose a significant risk to the State under the Emergency Management Regulations 2006 (EM Regulations).
- Outline a clear assessment and approval process to review existing prescribed hazards to ensure they still meet the prescription criteria.
- Outline a process to revoke a prescribed hazard from the EM regulations.
- Ensure that the new procedure complies with EM legislation and aligns with existing State EM policies and procedures.
