State EM comprehensive review process

State EM documents are developed, reviewed and revoked following State EM Policy section 1.5 and State EM Preparedness Procedures 3.1-5. Significant amendments will likely take a minimum of 7 months to progress through State EM policy review (Step 3), broad consultation (Step 4), subcommittee endorsement (Step 6) and SEMC approval (Step 7). The following stages are summarised below

    Step 1 - Develop a review and initial consultation strategy

    Identify all relevant stakeholders and the scope of the review. Consider if the amendments (or new frameworks) will impact:

    • other State emergency management documents
    • Local governments
    • other emergency management agencies or stakeholders

    Consider including the State EM Policy Branch in these inital discussions.

  • Timeline item 2 - complete

    Step 2 - Complete the review (development) with internal stakeholders

    Stakeholders with a role or responsibility in the document should be provided opportunity to review the amendments prior to consultation.

    Step 3 - Submit amendments for State EM Policy Review

    Complete an Amendment Log identifying the proposed amendments and justification/rationale. Where a comprehensive review amends significant sections of the document, a summary of amendments can be provided within this log. Examples of amendments logs can be found on the SEMC website.

    If recommendations are determined to be appropriate, a consultation and submission timeframe will be progressed.

  • Timeline item 4 - active

    Step 4 - Prepare for broad consultation with emergency management sector

    Generally a three month open consultation occurs to allow all stakeholders to review. This lengthy consultation period also allows stakeholders to table documents at local and district emergency management meetings as necessary.

    The State EM Policy Branch will develop a consultation webpage summarising the initial consultation and amendments developed by the submitting agency/group. Your assistance with the copywriting for this consultation page may be requested.

    Once the consultation webpage on this website is completed, the State EM Policy Branch will send a notification to State emergency management stakeholders encouraging their review and contribution.

    Step 5 - Review of consultation feedback

    Consolidated consultation feedback will be provided to the submitting agency or group for consideration and action. In addition to any amended documents, outcomes and justification against each feedback entry are to be submitted to the State EM Policy Branch for a final review.

    Step 6 - Submission to SEMC subcommittee for endorsement

    Upon final review of the State EM Policy Branch, the submitting agency/group is to seek endorsement of the new/revised document(s) through the relevant SEMC subcommittee or reference group.

    Step 7 - Submission to SEMC for approval

    Upon endorsement of the relevant SEMC subcommittee or Reference group, the State EM Policy Branch or submitting agency/group will progress the amendments for submission to SEMC as described in the relevant State EM Preparedness Procedure.

    Step 8 - Publication of amended document

    Documents will be published as soon as possible following the approval of SEMC.
