📝 Background

Since 2020, WA has seen an increasing number of large and complex recoveries requiring involvement of the State Government. As a result of these recent events, State recovery practices and capabilities have rapidly evolved, and the recovery arrangements set out in the State Emergency Management Policy, Plan and Procedure (together referred to as ‘the EM Framework’) no longer reflect our current practice and future needs.

The State Emergency Management Committee (SEMC) requested the Department of Fire and Emergency Services (DFES) to undertake a comprehensive review of the recovery arrangements in the EM Framework. The review incorporates lessons identified in past recoveries and contemporary recovery best practices into the EM Framework, as well as clarifying roles, responsibilities and coordination arrangements. The review does not include changes to the legislative framework or diminish the responsibility of local governments to manage recovery, however it does consider the ways in which state agencies work with local governments to support community recovery.

💬Public Consultation in 2025

The review will be complete by December 2024 and proposed amendments to the EM Framework will be advertised for a 12 week public consultation period in early 2025.
